A Safe Stay is a shelter community for individual adults (singles & couples) who are unhoused and experiencing homelessness.  Safe Stays offer private cabin spaces and provide person-centered support services to help move program participants into more permanent and stable housing opportunities.​​​

The Sacramento County Board of Supervisors approved this site on December 5, 2023.  This site is dedicated as a part of the Governor of California's tiny home project. The construction costs for the build is also funded by the State. Ongoing operational costs to provide support services and maintain the site come from other County and State funding.​​

There are a total of 155 cabins for 175 individuals to live on site. Individuals may also have pets but are limited to a specific number of pets, as the shelter cannot accompany all persons with pets.​​​

The shelter will support individual adults who are unhoused and experiencing homelessness. Individuals (program participants) are allowed to leave the site and return during normal operating hours. ​​​​​

The Safe Stay Shelter is located within the City of Sacramento at 6810 Stockton Blvd and is contracted with the County for the day-to-day operations of the site.​​​

First Step Communities (FSC) is the site operator. FSC has experience in operating similar shelters to Stockton Blvd throughout the City and County of Sacramento.​​​

The program policies are designed based on the Community Standard guidelines of Sacramento’s Continuum of Care (CoC) and the County of Sacramento’s Department of Homeless Services and Housing.  Safe Stay Shelter sites have additional policies (Good Neighbor) for program participants engaging with the local community.​​​

All Safe Stay shelters allow program participants to bring personal items that will fill up to 2 totes (bins).  Program participants who exit and leave their personal belongings must return within a specified number of business days to pick up their belongings.​​

Program participants are allowed to stay for up to 3 months. However, in some cases it can take time to connect someone to services and move into housing. The shelter will allow most of the program participants to stay longer past three months and until they are connected to housing, as long as they are engaged in a support service plan.​​​

All persons wanting to enter the shelter must complete an agreement form that is signed during intake. There are additional program policies (10pm curfew & quiet time), guests, pets, and other guidelines that support a community living environment. There are also specific policies that participants must follow in order to stay at the site.   Program participants can choose to self-exit.  ​​​​

Yes. There is privacy fencing, a security gate, security cameras, amnesty lockers, and 24/7 staff to support the clients living on the site. Individuals entering the shelter must check-in with security, prior to entering the shelter. The shelter is operated by security staff, shift leads, case managers, and other support staff.​​​​

The site offers private spaces, three meals per day, accepts pets (with limitations), bathrooms, showers, laundry, community rooms, computer labs, and more. Additional support services are provided for case management, rehousing, job readiness (employment services), and connection to community providers (therapy, counseling, pet care, medical care, etc.).​​​

The City and County of Sacramento have a partnership agreement, which provides increased availability of support services for shelter communities. The City’s Department of Community Response’s (DCR) field staff connect community members to a broader spectrum of services through the deployment of multi-disciplinary teams (MDTs). These MDTs are composed of Neighborhood Resource Coordinators, Behavioral Health Clinicians, Peer Specialists, and Community Health Workers that are deployed over a period of time to encampments. Services include referrals to the Safe Stay Shelter. The initial targeted location for outreach is the W/X corridor per the required State funding. Outreach in the surrounding area of the Stockton Blvd Safe Stay will also occur.​​

The City of Sacramento's Community Outreach field staff responds to 311 calls for service and will dispatch response teams. Calls for services involving unhoused community members include; homeless camp concerns, homeless encampments 500 feet from schools, homeless encampments blocking sidewalks, and self-referrals made by unhoused community members who are requesting assistance.​​​​

For City and County residents, please call 211 for problem-solving assistance and to be assessed for shelter and other wrap-around services.  City residents can also call 311 for assistance.​​

The closed referral process will be managed by multi-disciplinary outreach teams (MDTs) deployed to priority encampments and other locations. The initial target area is the W/X corridor, and later on MDTs will deploy to areas within the vicinity of the Safe Stay Shelter. After the initial list of clients from the W/X corridor is exhausted, referrals will go through 211.​​​

For City residents, please call or submit an online request to the City's 311 and select the Homeless Camp category, then select the Homeless Camp-Trash subcategory.

For County residents, please call or submit an online request to the County's 311 system and select the Waste Management category.

If approved for a parking permit, residents must adhere to the shelter vehicle policy which requires that each vehicle parked on the premises must be operable and must display a valid parking permit issued by shelter management.  Unauthorized vehicles are subject to towing at the owner’s expense.​​

No. Client information is protected and cannot be provided without a legally issued warrant.​​​
